slow dorm internet?

I woke up this morning with my connection saying it was limited. Restarted my computer fixed it. But then I noticed that my internet was going slower then before. So I headed to speedtest.net, and my download was good, rated at 9000kbps+. It then paused for several seconds before starting the upload test (weird), which was rated at 60kbps.

So I tried my laptop, and exactly the same thing happened... Have I been limited or something? I don't know why I would be, since I barely uploaded anything this month. Sometimes I do send big files to my computer in phoenix (Videos and stuff).

Any ideas? Is there someone I can talk to about this?

The problem fixed itself... I guess the university network was having some problems earlier.

working normally again... this is getting annoying. Im not too sure if its my computer or the university now...
