I need some help from ANYONE that can give it .......
i am trying to edit an audio file and add the effect to the end of it, that the best i can describe, is if you were to turn of a turn table and the record slowly comes to a stop. There has to be a way to do, becasue i have heard it before. so if anyone can help, PLEASE PLEASE PLEASE!

i know the effect you're going for, but don't know the name of it. check with the multimedia lab, they're sure to have a few different audio apps on those Macs. as far as a free program you can try, look at Audacity (http://audacity.sourceforge.net/). It does have a few built-in effects that might help. Good luck
If you go to Audacity's website (http://audacity.sourceforge.net/), click the downloads tab at the top, and then click 'Plug-ins' in the download column to the left there are a bunch of plug-ins you can download and install. Once you have done so, I think one of them is a plugin called 'VyNil' which lets you emulate turntable noise and flutter according to year (1920s or 1990s, for example). The slow-down effect is a little harder. I'd have to think about that for a bit...

You could create the affect manually. Select a portion of the end and remap the time, making it longer. This will drop the pitch. Do this sequentially with increasingly smaller portions of the end, and if you do it enough it should get you what you want. A dedicated effect would get you a smoother slow down, with this method you'll need at least like 6-10 sections to get a slow down that isn't 'chunky'. Hope that made sense...
