Unfortunetly, as pretty much everything on a laptop is integrated onto the motherboard, diagnosing and repairing just one part is usually extremely difficult. It sounds like there's a short on the motherboard somewhere - the best thing to do would be send it back to Compaq for tech support so they can swap the motherboard for you.
If you're unlucky enough to be out of warrenty, this would be a very expensive option. You could try looking on ebay for a working M700 motherboard and swapping everything out yourself, if you're comfortable with that prospect. Otherwise, if you want to recover your data, get a 2.5" HDD enclosure, take the hard drive out of the laptop and put it in there. You can usually sell laptop parts for a higher total price then you'd get for a dead laptop.
