I would like to change to a static IP if possible and forward some ports so that I may access AFP and remote desktop from home. I know all the TCP and UDP ports I need. Any idea how to accomplish getting a static and forwarding? Thanks in advance.

The only way to get a static address and enable port forwarding is to move out of the residence halls.
Bad joke, I know, but I'm afraid that's about it.
To a large extent, what you are asking to do is exactly what is not allowed in the halls. Server, and what are traditionally server type services, are incompatible with the intent (let alone bandwidth) of the ResLife networks.
And even if we knew a way around them, OSCR wouldn't be very interested in helping circumvent those rules.

You can't do this on campus. The university's firewalls and access lists will stop any incoming remote desktop connections, as well as most other popular protocols.

They won't allow static IPs either, especially in residence halls. If they allowed static IP addresses, you would see students running FTP servers and websites.

Sorry. :(
