We've encountered a few people who weren't able to connect to the web in their dorms but were able to connect in other locations. In one of those cases, the student had a gigabit ethernet card that was set to accept only 100 Megabit connections. In her case, her computer wouldn't even recognize that the cable was plugged in. Setting the speed to auto can resolve this problem. With more and more computers shipping with giagbit cards, we may encounter this problem again, and it's worth checking for.
